(1) conformism is important to save on enforcement
Just because majority voted for something, this does not mean everyone will act accordingly. Consider a bureaucrat working for the government who belong to the minority. She may use her discretion to sabotage or boycott the will of the majority. Removing her from office is not fitting to a civil society and typically limited to top positions. One could trust the bureaucrat that she conforms or expand the bureaucracy by employing more people and hoping that this ensures the majority's will most of the time. This, however, may erode conformism.
If we want to avoid coercion, we have to understand why and when minorities conform.
